My starting race is set to Syndicate. The race is set to not be allies with the Terrans, Terrans likewise to Syndicate. Are there any other files to check? I couldn't find anything to change in main_enemies, or in PurchaseShipsEnemy either.

Uh oh. Sounds like a genuine bug. If the same thing happens in my Star Trek Mod, we'll know for sure...
