1) Perhaps.
Take the reactors out, and replace them with SE4 style Supply storage bays. Lots and lots of storage per component.
Very slow supply generation solar panels could be added if you like.
Then, at spacedock you pay to refill the fuel tanks with the repair button, or purchase jerry cans to put in cargo as emergency energy.

That isn't really fuel though, unless the only thing that burns fuel on your ship is the weapons.

Speaking of, if you want to more directly lower the amount of money available, you can go into Main_Stores.txt and drop the "sell price" for each of the sites.

Is it possible to use the game date event to have the effect of an item expire after some time ?
I was thinking to add a speed slowing effect of 100% to engines, then I would create a new stock item (a fuel tank) that counteracts this effects for some time, the more big the fuel tank the more time you are immune to speed slowing.
Then I could add special engines like the "Solar Sail" which could be used without fuel (no bad speed slowing).

Well, that's not the point.
I don't mind earning a lot of money throught combat, but is much more fun if I really have need of it or can use it to do things.
It's a game after all, so IMHO doing more things adds new tactics and possibilities and fun to the game.

No. As for making an item expire, you can only do that through events, and only effecting other events, not the items inherent properties.
