There is a component already in SE4. I can't remember specifically the name, but IIRC it is a tech gained by discovering an ancient ruin... Maybe a mod of that????

Anyone with the name? ...I think it was Neural Net or something like that... It may not be exactly like it - I think it gains all the experience of the best ship in the fleet...
