it was possible to have provinces with 150 kpop in dom1, so it gives you some room, knowing that a dom2 province wont start with more than 20 kpop (unless you script it).

There is no limit that I'm aware of. I've passed 1 million in my home province in both dom 1 and dom 2 (long running games with 17 impossible AI's on a large map).
