What will happen when the file has errors depends greatly on the nature of error. If the error is in value, the game will use the default value (in your example with 'Kamikaze' the AI would use default strategy instead - Optimal Firing Range). If the error is located somewhere else, the game will either ignore the line or will stop completely- depending how critical the error is.
