Try Abysia. There's a Demonbred national hero who's an assassin with stealth +25, if memory serves, and Abysia shouldn't have that much trouble getting the gems for a Rod of the Phoenix. Then get him Boots of Quickness and Spirit Helm for Lightning Bolt + Incinerate + Incinerate every turn.
