Well, you could have approached it scientifically. You had a hypothesis: That forge bonus reduced construction ritual costs in general. Then you could have tested it in other situations than the specific one that caused you to invent the hypothesis. E.g. you could have tried Ulmish Smiths, or leaders with a Dwarven Hammer, to see whether your general hypothesis did actually hold.

Instead, you presented conjecture as fact, and easily disprovable fact at that.

Actually, it is not buggy. As just tested with 2.08, the Cyclops Hammer does not give this fictional ritual bonus either, not even when making the Mandragoras that were your example.

Ah, well, it sounds as if either

1. your installation is buggy
2. my installation is buggy
3. your memory has failed you in this instance
4. you are deliberately pulling our legs in a not particularly amusing fashion
