Why strange? It depends on Dominion and only seems to happen about 1/3 of the turns even in a strong dominion.

I've never seen a Doom Horror, but I've heard they're stupendously tough. If so, is there ever a reason to wish for anything else ?

Yes. Doom Horrors are extremely powerful against traditional living units, but they do have weaknesses, mostly against things which can't be lifedrained or soul slayed.

They can also be brought down by paralysing/stun/fatigue attacks. I should know, I lost quite a number of them to AI dispossessed spirits packs when fielding them solo or in pairs. But then I was wishing 1 per turn, so I didn't care that much.
Also, perhaps just me, but the DH seemed to have strange behaviours in combat. They would attack on first turn, then sometimes sit idle for a turn or more, then attack, then sit idle for a while, then attack. They weren't fatigued (0 Enc), nor paralysed... just like to sit around a bit I guess. A few battles were lost because they didn't feel like engaging the enemies...
Anyway, one side-effect of Doom Horros, at least in 2.06, is that they tend to trigger bad events wherever they are located. Ever seen 10+ bad events of varying degrees happening to a single province on the same turn? Well, with enough DH parked there, you'll see it ^_^
