If you read the description for ice strike, it states that the spell does damage even to cold immune creatures. The damage is fairly low though, so high protection will make most units effectively immune to it. Winter wolves have a protection of 0, so they will be hurt quite badly.

I think it is supposed to be physical damage: big icicles that strike their targets. The fact they're made out of ice doesn't remove their piercing damage; it'll just make the tickle of ice water that occurs as your blood melts them less unpleasant.
