Modding command - capitol only?

I will spare everyone the bad pun but I still need the command that is used to make units and commanders "capitol only" troops for the mod I'm crafting. I didn't see it in the mod manual nor have I seen it in any of the mods I've peered at.

No such command. "Capitol only" is tied to magic sites, and sites can't be modded yet. You can mod some pre-existing unit that is tied to a site, and then add that site into the nation's starting sites.
