actually auspix and augery cannot be cast at underwater provinces.

That's because Auspex and Augury require the presence of birds, and fires, respectively....none of which exists underwater.

What, no penguins? Ok, maybe they don't have much of a flight pattern. But there are flying fish that also fly underwater, though their name eludes me for now.

As for fire, A few kilogram sodium should take care of that?

Augary *can* be cast at underwater provinces; it just cannot be cast *from* them.

Auspex can't be cast from them or at them.

I find it really odd that water magic is semi-restricted whereas every other gem type except air can remotely search water provinces from land, Voice of Apsu (or Tiamat) cannot. If anything, I'd think water should be *more* flexible regarding water provinces, not less.
