Dispel - Land Only?

How are you going to hear Tiamat's voice when you aren't in the water? He's not loud enough for that.

Augary *can* be cast at underwater provinces; it just cannot be cast *from* them.

Auspex can't be cast from them or at them.

I find it really odd that water magic is semi-restricted whereas every other gem type except air can remotely search water provinces from land, Voice of Apsu (or Tiamat) cannot. If anything, I'd think water should be *more* flexible regarding water provinces, not less.

It doesn't summon anything that would die underwater; doesn't seem particularly tied to land, earth, or air.

Which makes it seem that the only reason it isn't castable underwater is that someone doesn't like the aquatic nations.

Or that someone hasn't noticed that before. It is of course a bug.

Hm. Is there a reason why, at least according to the manual, 'Living Water' cannot be cast underwater?
