I'm assuming you are Abysia? Many nations have "national" spells that are available with no research, regardless of what level on the research tree the spell is for everyone else. Some nations have spells that are completely unique to them, in that they are not part of any school of magic and are only available to that nation/theme. Flare is an Abysian national spell.
