The cauldron costs more gems per supply unit, and you can use two wineskins on two scouts, so there is no reason to build them.
O.C. you may start piling up additional scout. But it adds to MM.
And than don't forget those who play with slow research - rushing for Con-4 might not be an option for them.

As for AI the most effective work around to this problem so far is to simply use an American instead, they tend to put up a bit more of a fight than your average Artificial Idiot.
