I've seen a lot of CW Pangea even before the patch ... and they weren't so weak.

Oh, it's great, I love them - they gave the Satyrs furs to make the graphics compatible to my mod
Looks like they like the idea
And they even got the beards right .. looking quite "ancient greek" to me now

As for AI the most effective work around to this problem so far is to simply use an American instead, they tend to put up a bit more of a fight than your average Artificial Idiot.

The 140 gold indie druids are. Still the same with 2.12, just checked.

I also have a save where druids are sacred. And IIRC they have always been. I really don't think I've seen any other non-sacred priests (which means they cannot even bless themselves). But, maybe it is intentional, as C'tis already has plenty of sacred commanders, though it seems a bit unusual.

I have also noticed that the hoburg priest in the offical hoburg mod also lacks sacred.
