I usually go with stealth armor and ablative armor to fill up space on my ships, especially on smaller ships and boarding ships. I rarely use stealth and scattering armor on the same platform except for starbases and battlestations where the 80kt is a very small portion of the available space and 30% defensive bonus helps offset the hull type defensive penalties.
