Can Player Settings be changed?

Not really.
If you're really serious about it, you could start multiple games with different settings, and try to figure out which bits in a savegame file indicate the different settings.

Good luck if you do. I'd just start a new game if you're not too far in, otherwise, just use spies to see the other guys' status
