Keep in mind that setting magic sites to 0 doesn't mean that there isn't any random magic sites at all. You won't find any in plains, but there's still a chance in forests, mountains, wasteland, etc.

Having played several games much like this (sites 0 or sites 5), the sites you _do_ find become much more valuable, especially when you stumble across one of the rare / high value ones.
