A Question of Timing 1: When do Forts come?

in the turnorder on page 3 of the manual build comes after magic / normal battles .
so everyone will take part in the battle.
if you lose the battle i think you wasted your effort of building the castle and have to pay again.

Yes, this is also true: The enemy cannot continue building the castle, nor yourself if you recapture the province. (I havnt tested it in the case where your enemy builds the same castle type, but I'd suppose that this wouldnt matter.)
