I do believe the server tracks CDkey violations by the following method: Two nations are checked for having uploaded from both the same IP, and the same CDkey. If you are the same IP and same CDkey, you are assumed to be one person playing two nations. If you are the same IP and two different CD keys, you are different people behind a NAT firewall. If you have different IPs and different keys, you are different people. If you have the same key, and different IPs....well, sucks to be you.
