ways to see population in enemy provinces ?

hm so is there any possibility to see population of hostile provinces ?

the situation is the following : i and my main opponent are each in one end of the map and can't reach us directly yet . he is mictlan , me ermor lol . not happy with ermor but i thought with 1-2 of the plague spells on all of his >5k provinces i wanted to decrease his ability to bloodhunt quite a lot . that i only target twice the provinces which are still over 5k pop i need to findout though which ones that are

Only way I know of is to put scouts there, take neighbors, and possibly figure that "Plains have high population, so kill them first".
