Yes, the "names.txt" file can be freely edited, and a later attempt by Bill Harris (Night Call writer) at Gone Gold was successful. He may let you have it if you e-mail him.
The only things to keep in mind are: The number of names in the file has to be kept the same, the formatting has to be the same (carriage return after each one) and the name of the files have to stay the same, and no commas should be placed in the file. Make sure to back it up just in case.
The other game-used text files may be edited the same way if you wish, as well as the pics and sound effects. I remembered that many long-time Shrapnel fans love to tinker with game files.
