The Defense-Base-Bug has been fixed. You need to build some storage facilities and everything *should* return to normal.

There are no defense bases in the vehicle construction queues. I don’t find them terribly useful. I will try to fiddle with the storage as see what happens.

Well, I’ll be damned. It would seem that there is some type of ungodly relationship between the amount of storage space an empire has and how many ships it will produce. That makes absolutely no sense.
I had set the Minimum Empire Point Storage line in the settings.txt file to 500,000. Apparently this was not high enough. I was able to get my AI to resume production by upping the storage to 1,000,000. The AI is now producing 150 new ships. It does not appear to be producing any new mines.
This has to be some kind of bug. There must be some type of logic in the build routine that is meant to cap production before resource exhaustion. I wonder if the routine looks at mineral storage capacity when it should be looking at net mineral production. Even then, the ratios of mineral production vs. construction make no sense.
I recommend that everyone set their Minimum Empire Point Storage to 1,000,000 or higher and remove all storage facility building from their AI_Construction_Facilities files. This will result in more robust AI players.
Oh, and a hearty thanks to Q to pointing me down the right path.

Glad I could help.
But you can instruct the AI to construct enough storage capacity on their planets, what I did for my modfications of the Phong/CueCappa/Borg. They seem not to have this problem anymore.
I reported this to MM too, but as often got not reply.

I wish I could remember who pointed out this idea so I could give him credit, but what is also a help is to add in resource storage capacity to resource extractors, space yards, and space ports. To me this makes sense, most stuff isn't immediately shipped from a mine or a farm, and there is usually a limited storage capacity on site. And one would think a space port would probably have a decent raw materials/parts storage capacity rather than just ordering parts as they are needed. I've found this helps out the AI quite a bit and makes things a bit smoother when it chooses what type of colony to make etc.
