I think a gamemaster might help quite a bit in this game, and it reminded me of an idea i posted awhile ago that you can find here:

with a gamemaster that has a master password, the gamemaster could pop in, check the # provinces and get a result for what gets given away, and check gem income and tell everyone how much player A loses each turn. I like it, but i think it would work much better on a longer than 24 hour quickhost... it's going to be hard to work out whether a unconditional surrender is accepted, and the conditions of any surrender in 24 hours with people posting according to different schedules...
If you up the quickhost time, id be interested as well.
[edit] more about the timeline:
if you think about it, lets say player A wants to sue for peace with B.
A sends a message to B suing for peace, B might already have taken his turn for the day though.
Assuming B recieves the message and replies the same day, A might now have to send back another message accepting the unconditional surrender, or work out which and how many provinces he owes to B for a conditional surrender, which equals another message (i.e. my forces will pull out of provinces #67, #72, #60, etc)
i think longer than 24 hours is definetly called for. But thats just IMO
