I came up with the short statement in response to questions such as "if I have ip xxx.xxx.xxx.xxx then why doesnt my neighbor have xxx.xxx.xxx.xxx+1?" or "why arent all the domains handled the same way" or "who owns the internet" "who runs the internet" "why arent those sites deleted" /etc /etc /etc
People want to think that the internet was planned, designed, built, managed in a logical manner. But the assignment of IPs has more similarity with an evolution chart (and for the same reasons) than any kindof logical planning. The growth and dot-com crashes have more similarity with the big-bang theory than supply/demand projections (yes I know BB is no longer the accepted birth of the universe theory). And chaos theory was just fun to throw in as a comforting thought for anyone trying to understand the net (anything which appears random is actually too large a scale to see the order in it)
