Wait, you tool the Emotionless trait? Planetary happiness can not change in that case, so the planets will always be rioting...  |

You can move the population off of the planets, scrap all facilities, and abandon the colonies. Then, recolonize the planets and put the people back.  Or just conquer everyone and end the game.  |

Hmm, I thought that bug was fixed ages ago, and now emotionless planets always produced as if they were Happy?
