Ships still use supplies, but it's a lot harder to resupply them. Since resupply depots require resupply level 1, you don't even have those. The only ways to resupply ships are to fleet them with new ships that still have lots of supplies, and to use solar collectors.

For advanced storage, are the Xenophobe Culture and Pathetic Cunning separate choices or two parts of the same requirement? Also, is that pathetic or worse, or exactly pathetic?

Can't you just put them in a fleet with a starbase?
