If you see somebody sitting and doing nothing, you have to assume he is hoarding (though it might be vampires or soul contracts rather than gem generators). Anyway, if you hit him and discover that he was plainly doing badly, it won't hurt you

Well if however you can keep your generators in safety giving them to scout, they'll keep producing gems til the death of the owning nation.
