ISTR that the line is "AI Uses Mega-Evil Empire" in settings.txt. And yes, you can tweak both the absolute threshold (number of points required to qualify) and the relative threshold (ratio to second-place player)...

...OTOH, maybe a better approach is to tweak the happiness files? If MEE is still used, *but* the happiness shift is reduced, then you may be able to maintain alliances with br^H^Hforeign aid. Not sure if that will work, 'tho.
