Harpy Freespawns - bug or design?

I know that it's rather irritating for Carrion Woods, as the harpies accumulate as does the upkeep for them.

Different persons, different opinions - Carrion Woods or not, I'd say they're a always a blessing myself. And if you don't like them, it's much easier to get rid of excess harpies than militia because of their greater mobility.

They don't??? I don't remember ever seing these harpies spawn where Arcopythera isn't, and I play with Pangaea quite a lot. Are you sure of this?
