Bummer. Not bummer story - GREAT story - bummer Posts.

Let me explain. I look at the topic and see a new post. I think "Great! A new chapter!" and then I get disappointed that it's only a comment.

I'm not discounting comments at all (in fact, I'm doing one now), I'm just thinking it'd be nice to have comments posted elsewhere. But then I'd probably never read 'em.

No no no! Comment Posts (and the "is it a new chapter?" anticipation you describe) are what keep a story thread alive between chapter Posts and keep interest in the story up. Trust me, authors need comment Posts.
