Hello, welcome to the forum.
Suggestion would be to stay out of range of his disabling weapons. Go for APB (Anti-Proton Beam) technology and set strategy to Maximum Range. Also research Torpedo technology as later levels give an impressive range to help max your APB's.
Train your ships and fleets.
Equip them with scattering armor, ECM, Combat sensors, Multi-Tracking and stealth armor.
Others might have more for you, but I would say your in a pickel with this guy as he seems to know what he's doing.
Another strategy would be to build a star killer, planet it on a star with its cloak on, then lure his fleet into that system and ....... well blow up the star.

Good hints, Atrocities, but a problem comes up. If his ships have impressive ship defense, then most probably torpedos at long range wont even hit, due to the -10 combat modifier per square.
Then again if you have one level more combat sensors than he has ECM and you properly train your ships and fleets you can make up that.
My suggestion would be to increase attack % and use long range weapons. I wouldnt use defense % since my strategy would be stay without his weapons range, while being able to score hits myself.
Keep in mind to always have a few repairships with you, so you engines will be repaired each turn. A few turns later you may be able to mass more ships then he can disable and can finally overcome him. You could try launching fighters and manully moving them into the sector where his ships are, i think repulsors cant target fighters and so you may be able to defeat him without losses at all ?

Excellent point about the repair ships. Also hide construction ship in nebula systems or storms if you can. Try using fighters and drones as well. They may not work, but at least they will improve your offensive capabilities.
If you can, start using drones to target his planets. The best way to hurt a player is to start taking his planets from him.

but don't make the mistake I did when I first tried this tactic. It doesn't say "nebula blocks MOST sensors" for a reason. The advanatge and surprise is history once they have sensors capable of detecting level 1 stealth.

Nebulaes cloak all ships, with a varying efficiency (between 3 and 5). The best sensors cannot detect you in red nebulaes, which give you a level-5 cloak, but will detect you in all other nebulaes.
Storms give a level-3 cloak if memory serves, so you will never be fully concealed by storms.

Really?. I wonder how my enemy saw my bases in the nebula then. I thought it was red, perhaps it was green

Thank you for the comments.
We play in late game, we use mostly baseships und dreadnaughts and alle technologies are avaiable.
Rockets are still useless because his pdc shot them down, before they can hit.I tried baseships with 25 rockets, but only one or two rockets hit.I use quantum reactos, but the ships are still missing him, because his enormous defensive skill make it impssobile to hi him from a far distance.
SHould i give my savegame to you? Then you can see the problem in the real game..

All else being equal, your odds to hit anything at range 8 are of -5% (rounded to 1%), before the Stealth and Scattering Armours fail. If he is not using Baseships, you will hit only once every hundred shots, which is not that great.
But if he is not using Baseships, you should do so yourself; Repulser Beams only work if the attacking vessel is as big or bigger as the target, and so having a bigger hull than he does would make these weapons worthless. If he does use Baseships, staying at maximum range could work (because of the 40% penalty to defence of these baseships), but make sure your fleets and ships are trained all the way to 20% each.
Fighters, drones and the like would also work, since he is probably lacking heavily in PDC and other similar weaponry. Also make sure to fight on your side of a wormhole whenever possible, as it will give you first shot, allowing you to take down some of his ships without retribution. If you have the opportunity, a few starbases would also be great defenders, and would be immune to both Ionic Dispersers and Repulser Beams.
Lastly, you must put Supply Storages, or the Quantum Reactor if you have it, on all your ships. Otherwise, his Ionic Dispersers will destroy all your supplies, and none of your ships will be able to fire any sort of weaponry.
And on a much more general note: if you can, avoid fighting his fleets altogether. Instead, start raiding against his planets, and deploy some Warp Openers (Stellar Manipulation III) to outmanoeuver him. If you have not researched Stellar Manipulation, do so at once, at least up to level III/IV. If he is already "warded" from Stellar Manipulation, then you will have interesting times ahead of you.
So you should glass his planets, even if you can only destroy unbreathable worthless tiny planets. Every planet glassed will hurt his happiness, and you will eventually trigger massive riotings everywhere, destroying his build capacities and his economy. You need to glass five or six planets per turn for five turns before you reach this stade, assuming he has not filled most of his planets with troops to keep rioters under check.
In short, my advice is as follow: defend yourself as best as you can (mostly by units), and bring the fight to him by glassing his planets, and hope it will be enough to make his economy collapse.
