If I were you I would design and start building the ships NOW. You can always retrofit them after you get the solar sails.
I keep getting caught with no ships because I also tend to wait till I get the next neet upgrade. But I find that sometimes I need something, ANY Thing, Right NOW to fend off some enemy intrusions.
Since it takes so long to build the ships and then send them to the front line I will sometimes build Version one class ships that by the time they get to the front line can be retrofitted with a new design that has the latest and greatist.
