1) To start with, you can take the existing Stock or P&N-ism...
2) Rip out the story. Easiest done by unlinking the Sol warppoint, and then removing Starbase Terra or moving it to another system.
3) Set all the system on the map to be visible :=false to remove them from consideration.
4) The program now only has to fiddle the startingships.txt, the enemyappearance, and the fleets. Perhaps a few others to get fancy, but I think those 3 may be enough.
