TGA (targa) is a picture file. Its not a format which is automatically recognized by something like Windows but it isnt all that uncommon. Most downloadable picture-file viewers recognize it and can convert it.
I use IrFanView which is a free download.
If you want to edit it also then IrFanView is willing to change it to something like a bmp so you can use a paint program, then change it back
