Default Bug with Carrion Dragon.

I was playing Pangea CW today in singal player with the newest patch. I created my god(Carrion Dragon 7D 6N) and when i
started the game my god had 5d 4n, so i restarted thinking I had made a mistake this time giving my god 6d 7n. It showed up in game as 4d 5n.

Dragons have their magic paths reduced by 2 each when in dragon form. If you change shape to it's humanoid form, you should have your higher paths.

Not sure, but I think this works for carrion dragons as well.

It does. To get the full spell casting ability out of them, whether for ritual/summoning/forging or for combat spell casting, they have to be in human form (but can use 1 of the 5 scripted commands to change form after casting spells in battle).
