That is a bug.

Since a few other fixed bugs resurfaced, I think i should also mention this:

A foreigner can still recruit ghoul guardians in V2.14, although the Version history says that this one had been corrected.

However, the game that I am referring to was started ith V2.12, so it might be fixed now.

After reading your first response about GGs, I immediately made a test game and confirmed that another nation can recruit them after taking ulm.

Thanks for testing! So the bug is still there, although it should have been fixed for Version > 2.14 according to the Version history
