Yes it was a confusing bug.
I never noticed it before because I don't have any savegames for my development mod (which was the Last one in my list).
It's only because I moved my SE4 directory that I found it out (My pirates&nomads became the Last in the list and suddenly I lost my savegames?!?!).
In future if you want to send a bug report and *then* try to figure out the trend in the bug
It's better that I know about these things so I can (try to) fix them.

No, you weren't doing anything wrong. I'm just incompetent
