Actually you can, but you have to have seen the planet (ie visited the system or seen it through partnership) before you can target it specifically. (Since I so rarely use this tactic, someone correct me if I'm wrong.)

One thing that Rebellion did that I really wish SEIV could do is Planet invade. Right now, the AI, even when set up to CAPTURE a planet, still glasses it instead of capturing it.

basically, we are the only center for RebED (Rebellion Editor) and its cards

the community has been sorta down, and talks of Rebellion 2 has kept it alive.

Just explore around the site, but many links to other sites are down. It's hard to keep track these days.
