I never got Gold, mainly because my understanding was that the scenario editor offered was very limited. It sounded like more of a map editor. In my definition, a scenario editor allows (at a bare minimum) setting ALL initial conditions. Really, it should also allow setting triggers & events, though I'd be willing to compromise on that. Maybe I am misinformed, but I don't think Gold has that.

Correct, there is no scenario editor with Gold. The editor that came with Gold is just for making maps and not scenarios.

To make scenarios, just play a game to the scenario point, and then save it.
You move the savegame to the scenario folder, and add a bunch of scenario text messages and pictures to go with it. Follow the tutorial for an example.
That's how I made my exodus scenario.

Yes, that's a clever idea, which partially works around the lack of a scenario editor. And you can use the map editor to put in ruins with whatever tech you want. You colonize the ruins to get the tech, then abandon the colony. (I think that idea came from geoschmo.) So that all helps. You can do many things with the initial conditions if you are systematic enough. But it's clumsy and incomplete, and you can't set event triggers at all.
