This is a great idea. one way to do it, is to create a mod. this could be based upon the P&N mod, but would require some tweaking. pardon my upcoming prolific use of juvinile west-coast slang:
Make planetary shipyards suck doink, and make space borne shipyards rock. make each one part of a seperate exclusive racial technology, we will call them 'corp' and 'grounders' for now.
disable everything but escorts and colony ships from the buildable ship list for the grounders. let them have bases tho.
take all that cool work that was done giving the pirates and nomads those resource-base mineral miners, and RIP IT OUT. Disable colonization modules from the corps, and just give them to the grounders.
crank up the resource production on ground based resource facilites.
now, the grounders have to cow down to the corps to get any kind of fighting technology or spaceships. the corps need to do some serious feet-kissing to the grounders to be able to get the resources to stay in business (unless some stupid grounder gifts them a colony ship, but if you cripple colonization with the 'only own type' and 'only breathable' settings you can lessen the impact of this, also you can make all resource miners and ground based spaceyards racial traits of the grounders.)
the big ??? now is how does research happen. rely on the lowly grounders to give tech to the corps? can the corps have spaceborne research facilites like the resource ones in P&N? give the corps a high tech start by having the scenario creator colonize a customized ruins giving 400 techs?
Then you can smack down some victory conditions. maybe the winning corp is the first one to construct a sphereworld, and components have been tweaked out such that only grounders have the ability to build the ships to hold the SM components for stellar constructions, and once the corps have them they have to do a dozzen retrofits to get them to the right thing. (make sense, or should i have used 10 more sentences explaining that?)
Im sure there are tons of possible victory conditions, but this would defenitly be a multiplayer only mod. and it would probably have to wait until the next patch when the command line mod picking can run on PBW. that or have the host do manual turns.
this is rather swanky though, i bet we could drum up some interest, and it would not be too hard to refine the principals so that they are less exploitable.
