 A lot of these "zero-tolerance" laws for violence/threats came out right after Columbine.  When most laws of this sort can be passed after a crisis (like the Patriot Act, placing Japanese Americans in internment camps in WW II, etc.).  People seem to knee-jerk react during a crisis, creating powerful laws, but then don't go back and repeal the laws when common sense kicks in.
