To me Salvo is much more like WS&IM plus squadron controls, and hopefully minus all the things that made the WSIM comp game relatively bad (poor interface, rigid systemn, too few info on what was happening...).
In the "squadron control" aspect it reminds me of another sailing navy game, called Man of War I believe (the squadron controls were fine but the game was in RT too and with an ambitious but ugly 3D...).
