So if you choose one of them you start as a major race and can create your emp file with 5000 points. No matter what you choose you have to disable the pbw research trait. If you play the Orions make sure to take the pirate colony trait or you must capture all colonyships. So perhaps you would better go as Tholian or one of the DS)/UCP race.
