Well, Caelum because it's mages are super cheap, have access to very good spells combat combined with quickness, and are flying for great raiding. They also have a ton of points to use because they like cold 3, and the troops are pretty great, too.
The ghost king is only that powerful base game. He is merely above average in Zen's mod. In base game, though, he is very cheap access to a rainbow and a very good SC in one.

Caelum is indeed powerful, but their troops are not great. With the exception of the hugely resource-intensive Iceclads (which you can hardly build if you take Sloth, which you tend to take because the other troops need so few resources ...) ... most of the troops are below average in terms of strength, armour and hp. It's only the fact that they can fly which makes you build any at all.
Weak troops doesn't stop Caelum being an awesome race though, purely thanks to its mages.

It's true that the flying ones are below average in several ways, but flying more than makes up for them. As for non-flying ones... mammoth and wingless work very well together.
