It doesn't necessarily happen no, and it isn't restricted to underwater races according to other players (Quantum Mechani told of a similar occurrence with a land nation... I think it was QM at any rate).
You should try a Monolith and see if it helps; if it does work, it probably means it is indeed Pretender-related, so you could try other hulls then.

I've had similar bug appearing with TC using Lady of Fortune and Jotuns using Great Mother, so it isn't restricted to just a few nations. Affecting only positive scales and usually happening at turn 2, IIRC. The scales will go back, eventually...

How high dominion did you have in your home province? IIRC positive scales need positive dominion... But this bug has been reported since very long time, so I don't believe it could be just that.

Yes, seems most common with water races (hit me very hard playing Atlantis in Gotterdamerung), but I think it can strike any nation.

Panther\'s teleporting Monolith
That was kind of a sad battle. This awesome MONOLITH appeared in the middle of the war! It had reasonable magic power! It had massive hit points (more than 200 as I recall). The defenders hadn't been expecting an attack behind the lines!
Then it cast "Swarm" and "Howl", and then the dragonflies died and the wolves fled, and then the monolith was killed by a Demonic Harlequin with an armor-penetrating laugh.
But I have to admit that it was a worthy attempt. Those wolves *could* have killed all of our commanders if they had tried, but they chickened out when they saw the fire magic.

Erh... on turn 2, when the scales bug strike usually, you *have* positive Dominion in your province, no matter what; if you don't have Dominion in your capitol somehow at that stage of the game, you are dead, so scales no longer matter.

Happened to me too, with R'lyeh using the fungus-looking pretender (I can't help but calling him fungi whenever I choose him)

Further investigation shows that this is not just related to scales shown in my home province. I'm still playing R'lyeh, and I have captured three capitals (Atlantis, Pythium and Marignon). In all three the map shows Magic-3, yet my researchers do not receive any bonus RPs from this - they research as if all those provinces have Magic-0. My home province does have Magic-3 (though it does not have the other scales I paid for - Order 1, Prod 1, Growth 1) and mages there DO get the bonus RPs.
Weirder and weirder.

Are those provinces in your dominion ? Positive scales only take effect for the "dominion owner".
