Alex...don't give up!

Line Of Sight does a lot. I agree that the cluster munitions are less effective when compared to the older versions. But, it depends whether or not the 'pilot' or LOS can see it's target, or is bombing blind. Maybe, for what you want, you can up your arty on the preferences screen?
