In the default configuration of the game, there's no real difference between the various sorts of sensors. They will all detect any and all cloaked ships. With a little imagination, you could cook up some "custom" configurations that would make things more interesting. I've made the true 'Cloaking Device' have level 5 in "Passive EM" for example, because I think a true cloaking device should not be defeated by simple light-gathering. So, the "Hyper-optics" become obsolete in my games when true cloakign devices are discovered. But, as with most complex mods, the AI has no clue about this and will blithely keep building recon sats with the hyper-optics all through the game. So, this idea is best for Human-only games.

As for the diff between the EM types, "Passive EM" scanning is just telescopes or other passive gathering of radiation while "Active EM" is things like radar and other transmitting sensors.
