Yes, based on this fact and the fact that ships are repaired in order of ship ID, the repair priority list is not very useful. Normally you have at least a spaceyard or two where you are doing repairs. And since you can't pick the ship that gets repaired first and once a ship is picked, all repair points go toward that ship until it is fully repaired or you run out of points, the exact order of repairs doesn't usually make much difference. The only thing I usually do is move "construction" to the top of the list so that I repair any components with the "repair" ability as soon as possible when that ship is up to bat.
I can see this being more important in certain mods where there are lots of components (like small armor components) on a ship; where you might want to fiddle with the other repair categories, though.

What? No.
If at least one of the components on a ship is a priority component, then that ship is flagged as a priority ship.
Damaged ships which did not pick up the priority ship flag get repaired AFTER the ones with the flag no matter what the ID.

The priority-repair ship with the lowest ID gets fixed first:
1) Priority components will be repaired in order of placement on the ship.
2) If repair points are left over, then non-priority components on the ship will be repaired in order of placement.
3) If repair points are still left over, pick the next priority ship and goto (1)
4) If repair points are still left over, then no priority ships are left. Pick the damaged but non-priority ship with the lowest ID, and goto (2)

Note that if you add all the categories to your priority list, then ships will be repaired in order of ID and then component placement.
If you add only "repair", then ships with damaged repair bays get to "jump the line". And even if there isn't enough points to fix the whole repair ship, the repair bays themselves will be first to get fixed.
Also note that if there aren't enough points to fully repair the ship, but enough for all the priority components, then the ship will no longer be a priority ship next turn.
If there are still other priority-repair ships, then it will not be picked next turn, and may not finish repairs for quite a while.

I guess I never see this because I never leave any repair categories on the left-hand side, thus once I have a ship start getting repaired, it finishes and since any damaged ship is a "priority" then my ships get repaired in order of ship ID. Sounds like only putting things on the right-hand side that you care about is a smart thing to do. Gotta try that.

The key to understanding it is the fact that priority is a True/False thing, not an ordered list.
