Just a stab in the dark, but that looks like Finlands flag on his left shoulder. So, just maybe, he was in the Finnish Army. Just a guess. Am I right?

Welcome back, though to be honest I doubt the sanity of anyone willing to volunteer for military service, and pity those conscripted

As Fyron said I'm from Finland and here military service is compulsory for every man. So I wouldn't use the word join here since I didn't have choice.
